Will the state reap the dividends of this investment in the Gateway by way of increased taxes due to increased business activity?

Not one penny of taxpayer money should be spent on any capitalist venture like this. If the private sector wants to invest? fine. The Omni in Cville went broke and the city taxpayers had to bail that out at the cost of millions. People need to stand up and learn how to say no.

The state will receive more revenue in taxes than if a business weren't there. Even building infrastructure necessary so housing developers can make money selling homes, will ultimately result in tax revenue on those purchases and annual property taxes.
The question should be is this the best use of taxpayer money. If so, then we can all say "I built that".
