Why the "Freeh Report" and not the FBI?

Why would Governor Corbett allow PSU to foot a 6.5 million dollar bill now owed to Louis Freeh for a bungled report on Sandusky's raping of little boys? Doesn't logic dictate that if there was a suspicion of serial child rape occurring or sadly, in this case, having occurred, wouldn't the FBI itself be called upon to investigate properly with powers of supeona? Why didn't Corbett call in the FBI years ago when he was Attorney General and knew all about Sandusky? It really begs the question, what is Corbett still trying to cover-up?

Why would the FBI need Corbett's permission to investigate ? They should be on the job , considering all that's involved . You are right , it would have been a more thorough investigation with powers of supeona .

Seriously, why doesn't PA investigate their Attorney General's office and Tom Corbett's role in that office before the public even knew of Sandusky? Seems like common sense to me.
