having searched the internet for legal documents on the foreign company and the hot lanes it clearly reads that we, HOV users are going to get shafted. We will end up with greater congested hov lanes as if it's not already congested with hybrids but also will as taxpayers have to ante up if a minimum toll amount isn't obtained via HOT tolls collected.
