I bet I've bought 1000's of cars in the last 30 years, with no title, and they were sold for parts and scrap. All over the bay area people have cars and trucks, titles lost and they want them out of the yard.

There is no law against buying a vehicle without a title.

A bill of sale works great when a car is going for parts and scrap
