Turmoil ensnares GIMC official

Dr. Escudero represents the thinking modality of many IHS clinics and hospital directors. You have no idea the unethical behavior of Dr. David Downing, Medical Director of FDIH toward his staff. For example in staff meetings, Dr. Downing will blatantly and openly diminish and offend women staff members calling then "little providers" and using sexist remarks such as making direct open comments such as "women should stay at home and not work" and "professional medical work is not intended for women". How do you think that any staff member (man or women) will feel in the presence of this type of leadership and type of remarks?Is this clear discrimination or prejudice? Of course it is discrimination. And also a well accepted trend. Dr. Gary Escudero is just a "baby" in comparison with the bigotry, sex discrimination, and racial discrimination behaviors demonstrated by other IHS medical directors in the area. Medical staff should take action once and for all, and actively form a commitee on ethics to address unacceptable and illegal behaviors of medical directors such as Dr. David Downing and Dr. Gary Escudero. Tribes should take control and clean the IHS of this bad leadership. There are good capable people in IHS willing to do their job much better for the IHS and the American Natives! It is time to remove Dr. Escudero and Dr. Downing of their positions of power! If a class action is the solution so be it!

The first steps to becoming a really great manager are simply common sense; but common sense is not very common in Dr. Gary Escudero. In general, Dr. escudero is always trying to put people in a box, as he is the typical tyrant in his own ego-management world. Diminish people,rule by fear and intimidation and to steamboat anyone on his way is a common methodology in his ill served administration. As a rule,Dr. Escudero acts in bad faith in most situations, when failing to offer meaninful concessions to solve his own created turmoils.Management is about pausing to ask yourself the right questions so that your common sense can provide the answers. When there is no intention to use common sense, management becomes a real nightmare for all involved, even for himself. Management is to deliver not less than the best and just and fair management possible. IHS do not deserve less, the native American people do not deserve less, and the dedicated staff of GIMC do not deserve less than this. Dr. Escudero should be removed now from his administrative position for delivering less than what is expected from a leader in his management position.At this point, He is a disservice for the GIMC and the IHS by not representing our best interest of fairness, sensitivity, leadership and justice.

Regarding violations of Indian Preference Act, this is a very severe Federal Law violation and should be taken seriously. The law was designed to precisely prohibit what Dr. Escudero is doing, that is taking opportunities away from the available Natives American healthcare workers, and granting Native American work privileges to non-indian civil servants. Any budget approved by Congress for the Native Americans is to fund the provision and optimization of health services for the IHS. Management administration is one vital aspect of this optimization of budget resources. Not providing optimal management services represents a disservice to IHS. Lets make this point clear.IHS is not the servant of the Civil Servant serving the IHS. The Civil Servant is the servant of the IHS. Mediocre managers can not replace, ignore, and undermine the Native American worker resources and the Federal Indian Preference Act. Decisions should not be made to protect and pamper Civil Servants that as a personal agenda, bend all rules in order to serve themselves (their own personal interests). IHS gave the opportunity to Dr. Gary Escudero once to serve the Native Americans as Civil Servant. This was a privilege that should not be taken for granted. In the event that Dr. Escudero is loosing touch with reality, it is time for this reality to take over and effectively remove him as administrator.

Symptoms of degradation of authority, incredible poor leadership, substandard and decadent management patterns, and law suits are numerous during Dr. Escudero decades old decadent administration. As example,in a recent internet research, we can find a law suit from 1993 where Dr. Arron (Anesthesiologist) sues Gallup Medical Center and Dr. Escudero for wronful discharge, personnel mistreatment and abuse of authority, and other claims.Here is an example from this action in 1993: "The Gallup Center operates under the purview of the Indian Health Service, which is a component of the Public Health Service and the United States Department of Health and Human Services. Arron alleges that while he was employed at the Gallup Center, the Center was badly mismanaged and provided substandard care to its patients. Arron alleges that he refused to provide substandard care and "[m]ade various reports" about the mismanagement and care problems at the Gallup Center. Appellant's App. in First Action at 13 (Compl.); Appellant's App. in Second Action at 43 (Am.Compl.). He contends that because of his refusal to provide substandard care and because he reported the mismanagement and care problems, he was wrongfully terminated on June 5, 1993" (CITED FROM THE FEDERAL LAW SUIT filed in 1993 by Dr. Arron))

It is clear that this situation (abuse of authority)under investigation now is not new for Dr. Escudero and the IHS, and that Dr. Escudero should be removed as it is suggested at this point and time. His removal from his position is overdue.
