It is not explained by any one that is in a position to know what is taking place and there doesn't seem to be any real concern by others. Lack of concern may result in the proverbal rude awaking.

We are talking about Homeland Security (over a Billion rounds) and the friggin' IRS. What the hell does the IRS need weapons and millions upon millions of bullets for?

DHS and IRS both have within them tactical response teams. These teams has quarterly sustainment training that requires them to fire a minimum number of rounds per course. The average is between 7 to 9 thousand rounds per operator. Not to mention ammo needed for regular agents/officers. You can see how the number can add up. Also they are required to have a surplus for unforeseen incidence.

Specific training is FOUO but her are some fun 'alphabet soups' you can lookup.

Better check other sources on this, the US Military used/expect to use about 5 million rounds of ammo in "overseas operations", explain why all federal LEO's need this amount??????....about 30 years of use for the Military. BTW also check on ammo for LOCAL LEO's..
