I was in attendance at the meeting. Moreno is just whipping words meaninglessly. He was escorted out the back door by Chief Hatch, but the entire committee and several audience members including the City Manager had not left. His outburst was discussed, informally, after he left.

The situation was not set up and he was not ambushed. The committee had invited Moreno to attend because he had shown an interest in the committee's goals. In the middle of the meeting, without being called on or recognized, Moreno burst into a tirade, attacking the committee and its goals. After several minutes listening to Moreno's mostly senseless ranting, another member of the audience shook his head and laughed aloud. Moreno became profane and asked him what ("the hell") he was laughing about. The gentleman stated that he now understood why people thought Moreno was a clown. Moreno then became even more profane and actually threatened to give the gentleman a beating he "so richly deserved."
The City Manager intervened and told Moreno that if he did not remain quiet, he would be removed. As soon as the meeting was adjourned, Chief Hatch escorted Moreno from the room.

None of this was planned, set-up, or even foreseen by any member of the committee. It was entirely caused by Moreno. It seemed to all involved that Moreno came to the meeting simply to be disruptive. The committee was advised to not invite Moreno to future meetings and did not.
