Fed. agents, to a point, can already enforce state laws.Most states allow feds. to detain law breakers until a local officer arrives and makes the actual physical arrest.The arrest will be based on what the fed. witnessed and states in an affadavit.This will negate the need to obtain a warrant for arrest
