So the great Vactor caper of 2013 is upon us. Now we know why Robert J. Peters, Sr. bypassed the water board and (I presume) illegally raised the water rates a year ago, to build up "surplus" taxpayer cash to buy a new Vactor! I sure hope nobody honestly believes that the water and sewage department is going to cough up $300,000 of its 2013 budget for this purchase. Taxpayer dollars are in abundance!

But the more interesting question is this: One David "Hawaii BL-O" Burleson has told us they'll be trading in the old Vactor (remember, the one that's just too dilapidated to rely on?) for a cool $25,000. So that got me to thinking (an act rarely engaged in by anyone on the council, apparently): why would someone pay $25,000 for something that doesn't work? Or in the short-term won't be working? The answer, of course, is that they wouldn't.

So here's what's going to happen: they take the "extra" money from jacking up our water rates (remember, they can't raise taxes as easily anymore, thank you, Mr. Cuomo) and purchase the new Vactor; trade in the old one for $25k; the company that makes Vactors spends another $25k and refurbishes the thing and sells it for $150,000.

Which begs the question: why, instead of spending $300,000 on a new Vactor, didn't we just refurbish the old one for 1/10th of the cost, which is exactly what's going to happen to the one we're trading in?

I found your post very interesting but I see one flaw in your logic. A used 1998 Vactor "NEW tires & brakes. Well-mintained & ready to work" runs about $66,500 asking price. Let's assume (like any used vehicle) you can get this for about 80% of the asking price so let's settle on $53,200...not quite the $150K but still much more than the $25K trade-in price. The city should sell the vactor on its own and not trade it in.

My point was more that we should just have the thing refurbished. That's what they're going to do to it when we trade it in. How often do they use the thing, twice a year? If that? It's not like the vactor is running 40 hours a week. After all, that would require city workers to work 40 hours a week!

Guess What? The City will be receiving a new "Vactor in a few months! I could not be more pround of every alderperson that voted Yes! Thats right, the entire Common Council voted Yes! And the best part is that we did it without the benefit of a back-room to deal in, or without any "cronies", whatever they are.

Are you sure you know what a crony is? No one is getting a lump sum of 300 grand. The Vactor will be paid in installments over several years. The payments will be made by the depts. who use the equipment from their budgets. No bonds. If we trust the people who provide everyone clean water and maintain an absolutely efficient sewage-waste facility, then I think it is safe to trust them to spend a portion of their budgets on a Vactor. I did however draw the line at the stainless steel nude profile mudflaps and lowrider jump kits....

Will it be paid for by a bond issued to the City?

Is that borrowed money to be paid back at a later date and with interest?
