It is true that leaf burning is banned in Highland. You can put your yard waste out with your trash and they will pick it up, otherwise it needs to be hauled out of town to be burned.

You can't burn your trash on any day that ends with a y. Hope this helps.

Sec. 30-35.- Open fires.
(a)
No person shall light, kindle or maintain any fire or authorize any fire be lit, kindled or maintained on or in any street, alley, road, land, or public grounds, or on any private lot. This section shall not apply to the use of fire used for preparing food on a barbecue grill or the use of an open fire on private property or other locations approved for cooking fires; provided such fire may only utilize wood or charcoal and be of such size so as not to endanger property in the immediate area. This section shall not apply to indoor/outdoor fireplaces provided such fire may only utilize wood or charcoal and be of such size so as not to endanger the property in the immediate area.
(b)
Leaf burning shall be prohibited within the corporate limits of the city or upon property within its jurisdiction.
(c)
With the written approval of the chief of the fire department, bonfires used for ceremonial purposes, schools, and other organizations may be permitted within the guidelines of the BOCA Fire Prevention Code.
(d)
Any person violating this section shall be punishable as set forth in section 1-13

It was legal in 1999 when I moved back to Highland, with certain restrictions. Every other weekend, certain weekdays up to 1 or 2 pm. Then it was banned completely.

No longer legal to burn leaves in Highland. Either cut them up with your lawn mower, which does work well, or rake them up and place in a special leave bag you can buy at Ace Hardware. Place near your trash pick up and the trash man will pick them up for residents. Thank you.
