Seems the SCPD Chief is being investigated for having an affair with one of his officers and promoting her. Big ethics violation!! Rumors are running through city hall as what the Mayor and city manager will do about it. SCPD is a good group who deserve better than this. Many officers have applied with the Sheriff to get away from all this mess. The Chief should resign..

This is just exactly what you say…an unqualified and ridiculous rumor. It is obvious that this attack is being made by a disgruntled person who has some selfish motives. Since the department has only lost two officers under Chief Holliday’s tenure, one was fired for unsatisfactory performance and the other had been processing with another agency for over a year, it is apparent that the person making these allegations is speaking recklessly. As for the morale, it has never been better than now. People are happy, productive and proud of the direction Chief Holliday is moving towards. As for the slander of Chief Holliday’s infidelity, this is the most ludicrous of all. Anyone who has worked with or knows him can attest to his model character. He has served the department proudly for 22 years and has displayed high morality and ethics. Where and by whom are these accusations coming from? That’s right we don’t know because they want to remain anonymous. Fear of retribution……I don’t think so since the city has a system in place for those people who want to remain confidential and can air their concerns directly to the Human Resources director or City Manager. Timing…..interesting enough, a small, unorganized group of people have formed a union and are not happy with the City. And a few officers were recently passed over for promotions (FR, CT, EM,) but a more likely suspect to this claim is the person (Mike M) who tried to reapply with the department only to be turned away due to his past unsatisfactory performance. The City Manager and City Council members should be ashamed of themselves to open an investigation merely on anonymous complaints. Where are the facts to these assertions? All city employees…are forewarned because anyone who makes irresponsible charges against you will result in exposure of your private life without just cause. No one is exempt as we will soon see.

Here we go again with the rumors from either a past or present disgruntled employee. I've worked at the police department as an officer for some time and I can tell you the Chief has made some great changes and the officers I work with think the same way. He is approachable and cares about the employees and has supported us in many ways. Hopefully he won't let something like this stop him from continuing to do his best for our department. I can't imagine anyone doing any kind of investigation what a waste of time and effort this has happened in the past with the last two chief's !!!! When will it stop??? Ask any employee at the department I know he has the support of every employee there. Keep up the good work Chief and don't worry about the one or two who have nothing better to do then to try and discredit you because of their problems. They are cowards. We support you as our Chief of Police.

Well..being a City of St Cloud Employee myself..i'd have to say and pretty much know for a fact...that MOST are either bored with their own lives or just plain jealous... Our Chief is and has always been a loyal and fair man. He is dedicated to our community and his employees...he will fight and back them up to the end if he feels they are in the right..i'm not concerned with his personal life as much as i would care if he is doing his job correctly... I think he has brought our PD to a higher level and has made it develop into a great operating division of the city...He puts in long hours and has made this department his main priority so that we all as citzens and employees can feel safe and be proud of where we live and raise our children. I'm sure that the PD isn't the only department in the city with low morale. I'm sure that if the whole department would focus and work together as a one instead of having some in their pulling it apart, the morale issues (if any) would be brought to a level it should and can be if they would just let it. But jealously can get the best of people!!! If the "ones" making these rumors would maybe apply themselves and do their own jobs, they too may be promoted or advance!! YOU COWARDS need to realize that you aren't just making rumors about one or two people...but you are affecting LIVES and emotions of others. Show some respect...didn't your mama teach you anything?? It's ashamed that we have people working amongst us who are selfish, jealous and miserable people out there that would care if where someone lives is more important than being concerned that how our community is being protected while YOU sleep!!! OR better yet...HOW DO YOU SLEEP?? Shall we mingle into your business?? People in glass houses shouldn't throw stones!!!!

This can’t be true!!! I refuse I believe that our upstanding city manager and other city officials would waste any valuable manpower to investigate something as stupid as an unsubstantiated rumor. Anyone who knows anything about the SCPD knows that things have been better than they have been in a very long time so much so that all but a few select officers have completely lost interest in pursuing the start of their union that vigorously began during the former administration. It is a shame that an individual like Chief Holliday can serve this community for 20+ years while always thinking of what is in the best interest of the community, and the department employees, and a spineless, gutless, SINGLE disgruntled individual can stir up enough rumors and accusations to bring negativity on a great department with the best law enforcement employees in central Florida.
If someone has a REAL complaint about our cities Police Department then reports it formally and put your name on it, the TRUTH never hides anonymously…

as i sit here, i stumble upon this forum, i find several things amazing. first, a selfish coward can write a letter making comments that can ruin people's lives, when they have no factual basis to their remarks. second, god forbid a male and female actually become anywhere near friends because this is always the rumor that will develop. never based on truth, simply based on their own failures to achieve. of course it cant be the fact they may not be as smart, as fair, and educated, it must be because of "other reasons". their are people who just dont know they are stupid or people who throw stones when they have so much to loose just because they didnt get promoted to captain. have u ever thought its not because the chief is sleeping around but simply because you are not that smart. Like people dont know what you did, so be careful!!!! no one is saying holiday is jesus here, but look at the past and scpd is going in the right direction. simply because the chief and his captains work well together is no reason to condem them based on these faceless nameless stories!!!!

having said that, i would also question people's ability to manipulate othersand truly be who they say they are. people who portray one thing yet deliver something else. someone who will ask a person to show more emotion and open up to them, ask what is needed of them, to then simply shut a person down and only provide a small open window for you to be heard, failing to provide the quality of frienship asked of them. the same person who will then ask you to assist them 2 days later (and go as far to be manipulative to accomplish their task even though whom they ask is going through one of the most difficult times in their life) yet not even bother to ask, "How are you doing today?" because they become so consumed with their own issues. once again, i've done my part!!!!!!!

What the Mayor and City Manager should do about rumors running through City Hall is question why its City Hall with the problem!!!! Sounds like there isn't any problem with the people who work at the police department. Small town politics at it's best. This City is AGAIN building a reputation of going backwards instead of forward. Rumors should never be given any creditability because they will only breed more rumors. I guess some people are just slow learners in St. Cloud City Hall.

I am writing this letter because I believe an injustice is occurring within the City of St. Cloud. Even though I have not previously voiced my opinion in such an open manner, I am obligated to express my concerns about the current way we accept citizen feedback.
Specifically, I would like to address how the City accepts and responds to letters circulated by anonymous persons.

I am aware that our City administrators receive letters every day from concerned citizens. Although it is the duty of City officials to respond appropriately to all citizen concerns, I am quite distressed about the process of anonymous letters and the credence in what is addressed in such submitted letters. This is an issue that I can no longer ignore.

Letters written, signed, and accepted anonymously can cripple the City and negatively impact it’s leaders and employees. A person who sends letters in this way is no better that a “terrorist”, who would happily set off a bomb in our City. Their intention is to disrupt, create distrust and hap hazardously cause us to change the way that we do business. These individuals have hidden agendas and are trying to create discourse by causing panic within our city government.

The entire system of government is based on checks and balances and should be based on the idea that we will and must be able to face our accusers, however when we willingly allow parties to make potentially irresponsible, untrue statements without knowing who is making these statements, then we permit any type of slander to occur to anyone of us, thus creating fear and trepidation.

If City officials and leaders are constantly tasked at investigating and/or defending us against possible ghastly untruths, and not mandating them to “stand” before us with proof of such allegations or statements that they are making, then what or who determines the credibility of the accusation? Anyone who sends a letter and does not sign the letter, never has to prove anything, all they have to do is make untrue, irresponsible, and derogatory statements about someone, or the way the City is managed. If they simply sit back and wait to see who just might believe their allegation, they have a great chance at accomplishing exactly what they wanted….distrust, confusion and misdirection.

Why would we continue to waste time with these types of letters and not simply disregard them? I believe that anyone who seeks to improve our Cities processes or political standings should be forced to produce their identity. Readdress is exactly what the governmental process is about and certainly those who feel that they can circumvent the process will and may do so with ill intentions. The City of St. Cloud should be very cautious about letters or issues addressed through anonymous means, since their intentions and allegations might be more self serving versus for the betterment of the City. Politicians, City leaders and management….Beware and be leery.

Remember 1988 when the city investigated an anonymous letter,$500,000plus later they still have not learned their lesson.
The allegation is false. What happens when you investigate an anonymous letter with no facts or proof. Lawsuit. If the city does chose to investigate this alllegation the tax payers will pay and should remove anyone who supports this investigation.

According to the initial post from Kowgirl, the police chief is already being investigated. I can't imagine that Human Resources would undertake an investigation based on an anonymous tip, nor does Kowgirl state it was anonymous. It may be that someone who had a true case to plead brought it forward with substantiating facts and supporting information.
Some officers do leave the City seek employment with the County. This is primarily due to the County being a larger municipality which equates to more room for advancement.
If City doesn't already have one, they should look into a formal complaint process, even for annonymous complaints. The policy should require the complainant to supply adequate supporting information. If none is given, or there is no evidence that the alleged action could cause bodily harm to the citizens, then it should be dismissed.

I'm going to do my best make a clear & concise statement, so try and keep up. When making assumptions, you'd be best to have your facts in order. You made the mistake of bringing me into your little attempt at validation, and that was a grievous error on your part. You seem to know me, yet your mention of my unsatisfactory performance confirms that you don't. I do apologize for my digression, I'll try to stay on point. Until today [I received a phone call], I'd never heard of this website, and even if I had, I wouldn't be airing my grievances here. I've known the Chief of Police for 9 years, and I think very highly of him. I don't wish him nor anyone in his administration any ill will. I wish Dave P., Vinny S. Rainna M. and Bret D. the best, and I want them to prosper and make their chief shine. Having a bitter heart only makes things worse for all. Everything in this world happens for a reason. We all experience setbacks, and sometimes it takes a smack of reality to show us how blessed we really are. I'm not going to validate my convictions on some little town website, nor am I going to air my dirty laundry. The past is exactly that. The most important thing about it is that I've moved on, and unfortunately, someone else hasn't. Life offers so many more things than misery, so please stop focusing on it and others that you feel are its cause. If I did something to hurt your feelings, I think it's time for you to move on. Wow, what do you have against Mike M? I've known him for a long time, and I can promise you this. After reading the initial post about the chief, its quite obvious that it wasn't written by Mike M. Have you ever even met the guy. He has got to be in the top 5 most intelligent people I know (and yes, I know more than 5 people). Have you ever read anything he's written? Did you read his post to your comments? You can tell the obvious writing style differences. Are you serious? Mike M??? On a personal note, I can promise you that the guy loves Holliday, and would never bad mouth him. This I know to be true. I can also promise you that he was very hurt that you would even make the accusation. He's truly moved on with his life. Yes, he is a personal friend of mine, and I am defending him. The reason being that he won't let this get to him like he use to let you guys do. He's better than that. That guy cared about people. He still does. Leave him alone. I can promise you that he speaks volumes about Chief Holliday, and not a single word spills that isn't good. My GOD, read the post people. Not even in his league! I'm proud to be his friend, but in the world of law enforcement where others like to cut you down, I think I'll stay anonymous.

As a long time employee of SCPD I am just cringing at this whole event. Get on the page people, an "inquiry" and an "investigation" are two different things. An inquiry would be an information gathering event involving no specific agenda. An investigation would be specific and require the accused to be notified of same, the allegations, the complainant and any other information involved. This would be called the Police Bill of Rights. If you're not familiar with them I suggest you read up on it. That way, if anonymous letters continue to prompt investigations, you'll know what to expect. The possibility of that happening should disturb each and every one of you reading this, including, but not limited to, those who have ACTUALLY committed the "alleged" infraction (you know who you are), and FYI, so do we. Regardless of someones personal agenda that stems from their perception of mistreatment, remember it CAN and WILL come back to bite you.

With that said...Morale has never been better at SCPD. The environment is one of looking to the future, new opportunities and a fresh vision. It is sad that there are a few who resist this positive change.

Regardless of whether or not the Chief is now having an affair with a female subordinate that he recently promoted or promoted a subordinate that he was having an affair with, he is the head of the department, a department director, and still a public servant. As a public servant, he should avoid the "appearance of impropriety". He would expect that of any of his officers. When you visit cozy little bars on the coast (apparently to avoid detection) with this female, leave your spouse at the same time this female leaves her husband and then you move into the same residence with her (well, opposite sides of a duplex but still under the same roof, making it mighty convenient if something is going on there), then you are NOT avoiding the "appearance of impropriety". You are presenting a "I don't give a ...." what anyone thinks attitude, which does not sit well with the position he holds.

As far as the "investigation" goes, calling a few hand picked employees into the HR Director's office and asking about morale issues does not rise to the level of an "investigation".
