The biggest problem with the release, is that one would have a problem determining just who really was a violent offender and who is not. Without plea bargain system, a violent offense can be plead down to a non-violent offense. That is worrisome. Next if Schumlin's idea is approved, where will the money come from for the Group homes, programs and supervising that will be needed? Will we send those from other states, that were arrested and imprisoned here back to their home state or do we keep them and foot the bill?

Actually the only people talking about the whole project are the dems on the comment blogs. Shumlin dumped the idea when he found out he had used the average cost of and inmate instead of the incremental cost and therefor there would be little or no savings by releasing the inmates back on the street. But your point about how much the community based treatment would cost is a good one and never really got fully developed. Shumlin dumped the original idea because he got caught in his own flap jawed BS. If he gets elected expect it to happen often because he is a stream of consciouness talker. Everything he thinks comes out of his mouth and his thinking is a little muddled.
