You are forgetting about the Vermont myth which is sometimes the Brattleboro myth which is that this is the most wonderful place in the world where businesses will magically appear giving us all high paying jobs. It has never happened but that doesn't mean the talking points associated with the myth should change at all.

Beware when the consultant talks about his being "enamored" with Brattleboro. We'll see how amourous he is after he gets the big fat check for his "plan".
Lets all hope it is a viable, successful one....as central planning goes...
