For all who have been a victim of harassment and bullying by the Springboro Police Department, we Officially have a voice.

At the Springboro City Council Meeting, 16 MAY 2013, questions were raised and a call for the City Council to draft and enact legislation that would hold the Police Department accountable to the people, through a committee of Springboro Residents was made.

2 immediate issues, involving felony charges being levied against 2 Springboro Police Officers for misconduct, were deferred to the City Law Administrator. However, the underlying need for Legislation rests not with the Law Department, but with the City Council.

Proposed was a "COPS" program. A Citizen Overview of Police Standards, similar to those in place in many other Cities and States, that would convene a panel of Springboro Residents to watch-dog over abuses of Police Powers and hold Police Officers and the Police Officer's Management accountable to the Citizens using common sense.

City Councilman Dave Voracka took extreme exception to the use of the terms, Nazi-like, when talking of the Springboro Police Force, however, all other Council Members seemed interested in the problem at large, and not in the vernacular.

The City Law Director tried to divert the situation on the grounds of the on-going legal status of the accusations levied against the 2 Officers. But was unable to denounce the Legislation to fix these kinds of problems before they occur as out of the City Council's hands. He added that this is the first time that City Council has been made aware of this issue, and that there has been no "ground-swell" of support associated with it.

First off, if this IS the first that they have heard of it, what "ground-swell" did you expect? Secondly, A "ground-swell" of support USUALLY comes AFTER the issue is brought to the table. Thirdly, with all of the complaints, and no one wanting to come forward for fear of reprisal, how much "ground-swell" can one look for? And how much "ground-swell" will be enough to take action?

I am calling on ALL posters on this board, and your family and friends, to simply file an open letter to the City Council, or to contact your City Council Member, and show your support for Police Reform. Feel free to cite your OWN horror stories of run-ins with the corrupt Police Administration.

Remember, this is a wide-spread, systemic problem with the Police Department from the Chief of Police on down, but there ARE good Police Officers on our force. In order for those GOOD Officers to be able to do their job, and do it correctly, we need to weed out the problem.

Please view the Springboro City Council Meeting of 16MAY2013 as soon as it becomes available. YOU HAVE A VOICE. And remember, the City Council, the Prosecutor (City and County), the Sheriff, and Judges, are ALL ELECTED. You can show your support without being in the cross-hairs by voting them out at EVERY election.

An open letter to the City Council was also sent, and a copy of that letter sent to the Editor of The Dayton Daily News as well. Feel free to follow up with your own letters to The Dayton Daily News if you fear reprisal for speaking out. You can do so and maintain your anonymity.

I received a letter from Chief Kruithoff this morning indicating that he had done an "investigation" into the EIGHT (8) FELONY CHARGES filed in a sworn affidavit against one of his Officers.

In that letter he states that after reviewing a "portion" of the dash-cam, and interviewing the Officer, that the charges were UNFOUNDED.

Funny, Chief Kruithoff NEVER asked the complainant, Me, if I had any video and audio evidence, which I do. And, since when is it not up to a Judge, Jury, and Court of Law whether the charges are unfounded or not?

I am asking ALL OF YOU, send, even an anonymous, a letter to Chief Kruithoff, and The City Council DEMANDING that the charges be investigated. Now is the time for the Citizens to regain their freedom. Maintain pressure on this.

I am forwarding the charges, to Mike DeWine, for an actual investigation. Letters to The Attorney General will keep pressure on them to conduct an actual investigation as well. I am certain that once an actual investigation is conducted, Justice WILL be served.

The charges and evidence *I* have, are also being forwarded to the two (2) Senators and one (1) State Representative that are knowledgeable of these charges. As well as the Dayton Daily News Editor's Desk, and Governor Kasich.

We MUST clean up our town. We MUST regain our freedoms. And we MUST put an end to this corruption that keeps the Citizens of Springboro in fear of doing the right thing.

Perhaps, by following the law, and conducting yourself as an upstanding member of society, you can avoid having the laws enforced as they pertain to your situation. I support the police department and I don't feel there is a citizen in the community who knows better how to manage a police department than those that have been placed in the position to do so.

Have you seen what some of the successful Citizens Oversights Boards oversee? Here's a description from one such board in Denver:

"The Citizen Oversight Board (COB) consists of seven citizens appointed by the Mayor and confirmed by City Council to assess the effectiveness of the Monitor's Office; to make policy-level recommendations regarding discipline, use of force and other policies, rules, hiring, training, community relations and the complaint process; to address any other issues of concern to the community, the COB, the Monitor, the Manager of Safety, the Chief of Police, the Undersheriff or the Fire Chief; and to review and make recommendations as to closed Internal Affairs cases where the findings were not sustained, as appropriate."

Using you're logic- If the Springboro police are doing their job in accordance with the law, and they are not abusing their power, or violating anyone's civil rights......then they should welcome a citizen oversight commitee, or at the very least not oppose one.

Why would SPD worry about an oversight committee if they are doing their job properly?

From Clearcreek Township Website
In 1982, the City of Springboro and Clearcreek Township joined to form the Clearcreek Fire District. They passed a 1 mill tax levy that generated $97,680. Today, that levy is collecting at .34 mill and yields $325,000. Previously, township residents had been served for decades by the volunteer Springboro Fire Company, which was dissolved when the Clearcreek Fire District was created.
As the city and township grew, the need for more firefighters/EMS personnel and equipment grew. A 2.5 mill tax levy was passed in 1987 ($300,452) and another 3.85 mill tax levy was approved in 2001 ($2,362,575). Today, those tax levies are collected at .98 for the 2.5 mill levy and 3.41 for the 3.85 mill levy for a total yield of $4,250,000.
In all, 7.35 mills have been approved by Clearcreek Township and City of Springboro taxpayers for fire and EMS protection, and since the levies are all continuing levies, they do not need to be renewed. It is important to remember, however, that today, only 4.73 mills are being collected because of people moving into the township and rising home values. The owner of a home valued at $100,000 paid about $165.55** towards fire protection in 2010.
Taxpayers also pay inside millage (non-voted upon property taxes). In Clearcreek Township, 2.12 mills are collected for the general fund, and road and bridges, costing the owner of a home valued at $100,000 about $74.20** per year.
When combined, taxpayers in Clearcreek Township pay 10.36 effective mills to operate the police, fire, and general operation of the township. This amounts to about $359.45** in annual assessments to the owner of a $100,000 home.(The owner of a home valued at $300,000 would pay $1,078.35.) That places Clearcreek Township third out of Warren County’s 11 townships in the amount of taxes collected through property taxes: Deerfield (12.3), Salem (10.65), Clearcreek (10.27), Hamilton (10.26), Union (8.10), Turtlecreek (7.57), Wayne (6.80), Harlan (6.68), Massie (4.58), Washington (3.56) and Franklin (2.56).

In 2010, Fire fund collected $3,596,497 in Property/Local Tax and $908,175 in Intergovernmental Revenue. In 2011, the Fire fund collected $4,331,546 in Property/Local Tax and $720,779 in Intergovernmental Revenue.
At 12/31/2011, the ending balance in the Fire Fund was $6,753,657. Per GASB 54, this is shown as “Reserved” because it can only be used for Fire expenditures.
In 2010, they spent $4,627,673 for “public Safety”(salaries) and in 2011 $4,645,556.
Certainly valid to ask why they need another 4+million/year now when they are accumulating money in their account. Proof that they have been over taxing Clearcreek Township residents every year. If they are accumulating more money than they need to operate the fire departments than why do they need more?

The only thing seen while reading this is how "really" mean-spirited and tacky this type of bully attack "really" is.

Can't we have some self control on turning every one of these TOPICs into a debate on school/tax stuff. This TOPIC was started over something that has no relationship to school, township taxes or finances. I don't care to listen to the dribble about an election that is weeks old, or school stuff. Actually, Come-on, that is typical trolling tactics. When you have a complaint lodged that you cannot defend against, you simply try and change the subject. This is done to try and get the general public to see the new subject, and dismiss the initial complaint all together.

You can bet your bottom dollar, the ones trying to change the subject are some of the same corrupt Springboro Police who do not want anything to lessen their control over the Citizen's.

No problem, Mr. Ritter. I "fall" for the bait sometimes as well. It all depends on the troll's stand on the issue at hand. Sometimes, you just can't help but call a spade a spade.:)

I continue the fight for the America I believe in. And, we all don't have to agree on every issue. Just that we are all civic minded enough to come together for what we DO agree on, and continue to debate, and not argue, about what we do NOT agree on.

Thank you for your link regarding similar programs in other cities. It is indeed a noble cause to hold our Government accountable to the people. And, if the Government is acting in the best interest of the people it represents, then it should NOT fear oversight.

I would like to see more people show up at City Council meetings and request this oversight. I would like to see more people write letters to their representatives requesting this oversight. However, I realize that most are worried about the firing-squad if they bother to speak their mind. It is a shame that our America has turned into a place where the Citizens are oppressed, and live in fear of reprisal for asking a question.

I looked at Rapgenius. Not a bad site, but, I do not want to change the meaning of a site for this purpose. I have seen a lot of sites in the past that have been taken over by issues that the site was not intended for.

The site is about music and meaning. Just as Facebook was originally for keeping in touch with friends and family. Facebook has been transformed into a religious and political agenda machine.

I would rather Rapgenius stay true to its form than to be taken over for an issue that does not involve music.

Thanks for the suggestion though.

By the way, for all interested in supporting Springboro Police Reform, we will be having a meeting with a State Representative or tow next week to discuss these issues. I will post more information as it becomes available.

You are better off having a petition signing.

Write one request for the city of Springboro to form a citizens oversight committee -

Then get as many signatures (name, address and phone numbers and/or email) as you can.

Present the petition to city council, state reps and attorney general.

People will sign it without fear as they see other signatures.

What's going on? Has this movement fizzled out?
There's so many people excited to stand with Mr. Fader.
Please help us do that, letters are great, but we need to physically show our support so city council can see the ground swell.
Come on, don't let this slide.
