Public administrators must sometimes challenge the decisions and conduct of elected officials even when the bright light of illegality is lacking. This article examines township manager Greg Smith's performance in Moon Township, Pennsylvania. He acted as a responsible administrator who effectively balanced the different obligations built into his objective and subjective responsibilities. Public service motivation, city management professionalism, and whistleblowing are three concepts that help understand Smith's approach to managing ethical dilemmas.
One of the most difficult choices facing a public administrator, especially in the absence of clear evidence of illegality, is deciding if and when to resign in order to protest the questionable conduct of superiors in the organization. Resignations are intensely personal decisions. There is usually a defining moment that serves as the impetus for one to take the serious and agonizing step of becoming a whistleblower. The experiences of Smith and his staff suggest five general lessons for local government managers who decide to challenge the questionable practices of elected officials:
• Consult with professional peers and staff in order to gain perspective on the issues, secure ideas for action, and receive/give emotional support during a difficult time.
• Use evidence and the details of policies and procedures to define and document wrongdoing.
• Remain respectful of the elected office while also challenging the conduct of the officials-using language in public that aligns with professional standards.
• Reflect on the different objective and subjective responsibilities relevant to the issues in order to ensure a thorough review of options and obligations.
• Be prepared to resign.

Clearcreek Fire Chief and Administrator take note...
A former north Louisiana fire chief who continued to do contractual work with some area fire districts, including DeSoto Fire District No. 8, has pleaded guilty Monday to federal charges.
Curtis Roller, 57, of Jonesboro, pleaded to three counts of wire fraud after illegally obtaining Federal Emergency Management Agency grants and making false statements on workers compensation forms, U.S. Attorney Stephanie A. Finley announced in a news release.
Roller submitted false information on grant applications he sent to FEMA so that fire departments in Louisiana and Arkansas were eligible to receive federal funds, which could be used to buy equipment from his company, Louisiana Firefighting Services. Roller inflated population data, agency coverage areas and numbers of call responses on the applications. And he also overstated the type of calls, underreporting the size of budgets and increasing the scope of their needs.
It is against FEMA rules and policies for a grant writer to financially benefit from money awarded, Finley said.
Roller was chief of a Jackson Parish fire district when the indictments were returned in January 2013. In October, DeSoto Fire District No. 8 board approved a contract with him to assist with preparing for a reraiting by Property Insurance Association of Louisiana.
In November, The Times questioned Chief Fred Lowery about specifics of Roller’s contract because of the pending charges. However, the Board of Commissioners did not have a contract in hand when it gave the go-ahead to Roller to assist on an as-needed basis. No paperwork from Roller was available in response to a public records request.
Lowery commented then Roller was “innocent until proven guilty.” Monday, Lowery said Roller’s admission of guilt will cause him to take the matter back to the board for discussion.
Roller faces a maximum penalty of 20 years in prison, five years of supervised release, a $250,000 fine and restitution for each count of wire fraud. Sentencing is set for Sept. 18.
The U.S. Department of Homeland Security, U.S. Postal Service/Office of Inspector General, and the U.S. Department of Labor/Office of Inspector General conducted the investigation. Assistant U.S. Attorney Earl Campbell is prosecuting the case.

Police officer fired for failing to charge firefighter with DUI
A Dayton police officer was recently fired for failing to charge a firefighter for driving while intoxicated after the firefighter struck several cars when he drove the wrong way on U.S. 35 last fall.
Officer Travis Salyer was terminated on May 19. He'd been with the department for seven years.
This week, the newspaper obtained an exclusive copy of a police administrative investigation report regarding Salyer's firing. The document cites multiple violations in the department's code of conduct stemming from the arrest of Dayton firefighter Brandon Lee on Aug. 28, 2013.
Clearcreek Administrators Dennis Pickett & Ronald Wilhelm also FAILED to do their jobs by letting a PAST Clearcreek Township part time firefighter and his son take EMS equipment out of a medic unit, which was parked at the 925 South Main street station, in broad daylight, and interfering with Clearcreek Paramedics with patient care.
Pickett & Wilhelm are scheduled to retire this year; however, the citizens of Springboro & Clearcreek Township are fed up with Pickett & Wilhelm’s lack of honesty, violating the public’s trust, and are demanding they be FIRED.
Neither Pickett nor Wilhelm returned our repeated calls. Hiding, once again.

Did you know that the May 2013 CCFD Fire Levy 93% Tax Increase failed to pass during last May 2013 primary election, because our Clearcreek Township fiscal officer told citizens the truth about this unnecessary 93% Tax increase. People in this community should be appreciative of public servants like our CC township fiscal officer for True Service to the citizens; instead of serving the best interests of the CCFD Firefighters Union.
Independent Thinkers such as our community is comprised of rarely agree on all opinions of individual elected officials, nor even agree all the time with all family and friends. Many taxpaying homeowners in my neighborhood do not agree with the stand that our CC township fiscal officer took at public meeting AFTER the CCFD levy failed to pass last May 2013; when our CC township fiscal officer advised the CCFD fire chief (who had come back to present to Trustees meeting his "fake budget crisis") that the Big CCFD Surplus Budget needed to be spent (WASTED) before the Trustees would consider approval of another fire levy tax increase.
To answer your question: CCFD fire chief is taking the fiscal officer's advice and overstaffing with New Hires so that he can spend, spend, spend our hard earned taxes into his false budget crisis, by wasting the Big Budget Surplus in the irresponsible direction of Budget Deficit, so that the Township trustees will approve request for Increased Fire Levy Taxes.
Guess the three trustees approve of this Big Spending by the CCFD Fire Chief since not one of the three elected Township Trustees have asked the Tough questions, including why does the FD have three assistant chiefs?

Former Springboro Schools Social Studies teacher presents full battle plan for OEA War of Words launched against Springboro families in this website article, which states:
"While the members were gaining strength, the SEA leadership was developing relationships with community groups and organizations. This began with SB5 as SEA partnered with the local firefighters, police officers, and other unions. The SEA was an active supporter of a community fie levy on the ballot in May 2013. SEA members wore "yes on fire levy" shirts, while firefighters attended SEA bargaining rallies. Community alliances were formed and public union leaders continue to communicate and support one another.
The parents call themselves SURE, Springboro United for Responsble Education... and quickly jumped into action. A Facebook page and website was activated with the promise to disseminate facts. SEA was helpful in providing SURE with necessary research information (such as how to access the Ohio Revised Code), comparable date, and a contact person to provide assistance.
