North Carolina would do better to heed what vouchers have done to other states. In Ohio where I have just moved from, the effects of a state wide voucher program has devastated all local school system budgets . Mostly because if you move from one school district to another the losing district still must use their budget money for busing kids to their new school. Layoffs in all districts of school teachers because of budget restrictions have been going on for several years. Plus the topper to the cake is mostly all these kids are moving to religious schools or for profit schools. Yes that's right for profit. Google top hat corp and find out for yourself

"The vouchers pay for students to attend privately run K-12 schools that do not have to meet state curriculum requirements, violating the state constitution, Wake County Superior Court Judge Robert Hobgood said.

“Appropriating taxpayer funds to unaccountable schools does not accomplish a public purpose,” Hobgood said."

So ACTUALLY Judge Robert Hobgood said that using "taxpayer funds" for schools that "do not have to meet state curriculum requirements" and are "unaccountable" is what is "violating the state constitution" NOT the "vouchers" themselves. BIG difference!

My name is Phil and I think Private shower stalls are unconstitutional but give me a voucher to the communal changing room and it will cure any interest you may have in accessing porn or having a porn stars body.
DJW, you could always leave your bedroom and try to meet real people.
Somebody might even like you and want to be your friend, unlikely though that is.

Phil, you could do the same.
Yes, I know, you'd "rather I didn't post", but that's a lie, since you obviously would rather read what DJW and myself write.
And no one but you and MaltaMon read this stuff.(Scotland Yard?.....yeah, right.)
"Read what myself writes." Why, you're barely competent in English.

Gender discrimination against boys is rife in secondary schools despite the passage of the Equalities Act 2010 and the hypocritical actions of public sector teachers who are eager to sue their own employers for sex discrimination but see nothing wrong in all boys being forced to do rugby and having to force the boys to bare their legs while the girls can wear comfortable tracksuits, jogging bottoms and leggings.
It seems to me we have got rid of the all white pe kit, the no underpants rule, bare-chested pe and communal school showers and replaced with either a bare legs rule or a no vest under your school uniform policy as the next best option to humiliate modest males in the school institutions.
The desire to over protect the modesty of girls ignores the fact that many females outside of school prefer to wear booty shorts and mini-skirts while boys usually prefer to wear trousers.
Girls are protected against cold temperatures, sun burn and immodesty by all covering pe kits as if they were living in the Islamic Republic of Iran while boys are just expected to man up and get over it.
Here is an example.
• Black Rugby shorts
• Red/Black St Cyres Rugby shirt
• St Cyres Rugby socks
• Rugby/Football boots
• Red St Cyres Shorts
• Black St Cyres T Shirt
• Trainers
• Sport Socks
• White St Cyres T Shirt
• Black St Cyres Shorts
• Trainers
• Plain black tracksuit (optional for the winter months)
• Sport Socks
It is vital that all pupils adhere to the strict kit rules as levels of safety and hygiene are of the utmost importance in the St Cyres P.E. Department.
With regard to the girls P.E. Kit, the girls are permitted to wear tracksuits during the winter months as long as they are black,(grey, navy or any other colours are not permitted).
In addition the girls are permitted to wear black leggings under their shorts but not as an item on their own.
School Uniform (Boys)
No other alternative is acceptable. Polo shirts must be tucked in at all times. Pupils are NOT to wear a T shirt/vest under their polo shirt.
School Uniform (Girls)
No other alternative is acceptable. Polo shirts must be tucked in at all times. Pupils are NOT to wear a T shirt/vest under their polo shirt.
Note also that even for the regular uniform boys are not even allowed to wear a plain for vest or T-shirt under their school uniform. De facto this is a no underwear uniform policy for the upper torso but girls were bras so this means when boys get changed for PE they will have to bear their chests in the changing room.
It should not be the policy of the school to tell pupils what underwear to wear. This school is in Wales and if a boy wants a vest to keep warm or cover his chest in the changing room this should be allowed. Likewise, if boys want to wear tracksuits in winter they should be treated the same as the girls and not forced to wallow in the mud playing rugby. Boys should also be allowed to wear leggings under shorts as many males now do this when playing rugby or football at the weekends.

I agree with Phil. End it now, DJ. You trivialize the execution of an American journalist, and the murder and torture by ISIS of many thousands of others, by attributing this barbaric behavior to phys ed uniforms and underpants. The world doesn't revolve around your petty concerns, and most civilized men couldn't care less about your alleged "trauma" December 1986, when schoolgirls saw your silly teen-aged ass wrapped in a towel. You're in your forties. Cut out the childish nonsense and grow the hell up, at long last.

"MaltaMon and Phil, they write responses tto what they read."
Bob writes responses to what he reads but he is too stupid to see the stupidity of his response.
