Jeff, it's not that the developers only do the bare minimum because they are greedy. Most of the time those extras cost do my h money that it just makes it impossible to do. When you are a developer you have to watch every dime. So it makes it tough to build exactly what you want. When the city dies a project, they don't have to worry about making a profit, so they can go over the top more so than a private developer.

Visit Charleston SC, and see how the developers deal with the tree ordinance, even the wallmarts and lowes are beautiful here, so it can be done, and the developers here are insanely rich, just as the developers in Kentucky are.
