There is no reason why children that age should EVER be left alone in a car. Ever! Most of what I wanted to say on this subject have already been addressed(by Sow and Momof3) but there is one thing that wasn't. Someone said that the bystander should have not called the police, but rather watched the kids until the mother got back. Do you believe that this is the one and only time she has done this? I don't think so. Do you suggest that this bystander follow this mother til the kids are adults and watch them every time she leaves them unattended in the car? Nope. She did the right thing by calling the police. Perhaps she saved those kids' lives by getting CPS involved and out of that negligent mothers' "care".
