May appear to be an advantage to taxpayers if there is truly a savings in DMV costs. BUT, do we want to risk unqualified drivers who are pushed through because the schools have an incentive to let everybody pass? You don't send your dog to the butcher shop, and you don't let driving schools qualify drivers that THEY train.
There are many things the private sector can do cheaper and better than government systems, but qualifying new drivers ain't one of'em. How can a driving school fail one of their-own students? It does not compute. At-least the state DMV employees can be completely objective since their only job is to judge if a candidate is ready for a DL. How can a school demonstrate that same objectivity; they can't. What will happen is: There will be unqualified drivers joining the ranks of drivers, AND I'll bet you the farm there won't be one penny saved at DMV. Clearly a lose-lose for citizens and experienced drivers. if any of these almost drivers hits me, I'm suing South Carolina, the driving school and the punk driver.
