Livingston making it hard on Bill Boruff ?

The city of Livingston recently passed a new law that requires car lots to operate on a paved surface. Bill Boruff added a business here and located on a large gravel lot.
I hope they will continue to operate here and understand that the citizens here are outraged over this legislation.
Is this is why Livingston cannot grow or have anything?
They have to keep the existing business owners in a state of uncompetitiveness?
We have similar population levels as white county but white county is more aggressive in being in the 21st century as evident of the growth you have.

I guess the chevy dealer got mad because you can go there and find a car cheaper than what they sell one for...
