Who's To Blame For Dry Fire Hydrant At Fire?

I was there and let me tell you it was the most devastateing thing i have ever ben threw. Not all of us were treated respectifuly by the managers here at the complex. i was told i was rediculious for not accepting a 2 room apt on the 3rd floor. And that was after i was told for three days by managment that it wasnt there responcability to place me in to another apartment.
Still to this day me and my dogs are seeking some kind of help to fix the wrong doing of whom ever is responcable. I am now forced to move all my smoke damaged belongings to a smaller apt. Managment basicly washed there hands of me and the others who had no part in the fires cause and i had to almost beg to get managment to transfer me to another place to live!!! I'm seeking help and dont know where to look!! I realy think i was treated diffrently due to the removed three times mold problem that managment never fixed or moved me from the seriously unhealthy mold exposed apartment that is now condemed. Please help!!!!!!
