If this guy goes into a hearing, admits he was wrong to refuse an assignment, and agrees to sensitivity classes, he probably won't lose any pay. How do you know what shifts he's expected to work? Maybe it was his regular shift, and he just didn't want to go where they told him. Even if it was extra detail, department policy may not allow him to refuse. Lots of employers impose mandatory overtime--even uniomn employers.

My guess, though, is the department would have accommodated him if he hadn't been an asshole about it.

It is not easy to fire unionized employees, even if the employer wishes too and even if there is real indication of misconduct. That is a downside of unions.
