There is no reason why all of Lubbock, probably the windiest city in the U.S., has not switched to wind powered turbines. Lubbock Power and Light (LP&L) has begun to pay out "rebates" to its customers. Lord knows they can afford it. Could this just be "hush money" to keep Lubbockites happy while LP&L continues to charge them exhorbitant rates?

Yeah, those $15.00 rebate checks will by a lot of quite.
