How can this be? What does it take to end male on male sex abuse in the prison system now that everyone knows about, and even joke about it?

Why isn't this story on top of the fold...too much bad news about law enforcement/corrections for one issue?

Xavier Ruiz had a pattern of targeting staff for dismissal, if he did not like them. The facts had nothing to do with his decision-making. Jerry Harper was just asleep at the wheel and continues to be. The trial is a joke, in the sense that the plaintiffs have made their case and it will cost millions of tax payers dollars. The Guerrero-Valles and Jason Perez investigations were a white wash for James Shelby, but they targeted another staff who was assaulted by Jason Perez. Both Shelby and the other were assaulted, but the other was suspended. The other was the victim because Jason Perez took the opportunity to assault another staff member to go to prison and get away from James Shelby.
