what is so special about Pine street. I live on Almansor and would like to see less traffic. I am certain many homeowners feel the same way about their street. Why should Pine street receive special treatment?

They shouldn't. This is a terrible idea.
People don't want to live in South Pasadena to see traffic signs and regulations go up everywhere.
It really erodes the small town feeling in South Pasadena.
