Interesting that the large pool of candidates that applied for the job, many who were current Chiefs of Police or other high ranking command staff of major departments, extensive education and experience were rejected in favor of a retired sergeant with no formal education. One has to only look back at the history of South Pasadena PD to see all of the issue of misconduct, corruption and other scandels that plagued the City to know that strong leadership is needed. Chief Berkow and Watson provided that, however, now we hire the very person to lead the Department who was a supervisor when all the problems occurred and did nothing to stop it. Sad day for the City....hopefully, this will be remembered at election time.

using that logic, are you also suspect of the hiring of Chief Beck for the LAPD, another longstanding LAPD employee, who was around during the May Day beatings, the Rampart scandle, the civil unrest of the Rodney King trial...., if outsiders work so well, what happened to Willie Williams..? Wnat happened to the Adrimal they hired to lead the LAUSD......? How about that hiring of an "experienced" city manager in the city of BELL.... that didn't work out so good either did it.....

The problem is that the choice of Payne was known as early as December. That's when I first heard that Watson was being pushed out so they could put in Payne. This was the work of the Council, not the City Manager. Dan Watson said as much at his going-away luncheon. I've never met Joe Payne and I've got nothing against him, but it's hard to think that he would have been considered qualified to lead a police force in any city other than South Pasadena. The entire selection process, in which 19 people applied, was a charade. There had to be several candidates more qualified than Payne. Someone on the community panel said that at the Council meeting the other night. How is it that I was told in December that Payne was going to be police chief if this was not rigged from day one? You can look at articles in the Star News and Review for proof that this talk of a fix involving Payne has been ongoing since January. This was a foregone conclusion from day one. The City Manager did what the Council wanted him to do. Payne comes in under a cloud involving his qualifications and the circumstances of his appointment. What self-respecting civil servant would willingly take a job under such circumstances? He's going to be the major topic of the next election whether he likes it or not. The question is whether South Pasadena will put up with this. That remains to be seen.

Los Angeles is huge. South Pasadena is small. I think your comparison (I am Cave from West Virginia) doesn't take into consideration

Sounds like sour grapes from Hauptmann and his cronies. He was a horrible chief in Maywood. He ran the dept into the ground with his hiring of family and friends to lucrative pay salaries. Hope he gets investigated by the DA and AG for his ations there.
