Follow up programs are the key. Some of those visits should be unannounced. In this case, it sounds like the mother recognized she had a problem and did the right thing by getting help. Most cases are not like that.
Reunification is a good thing, if the parents are fit. Often the parents can't sustain the behavior that is necessary for raising children once the children are back in the home. The stress is to much. That is why unannouced follow up visits are a key factor.
