Owners of rogue monkey in Spokane could face jail time

He jumped out on the grass and he ran after us. The owners of Chico the pet monkey who escaped his home and bit three people on Spokane's South Hill last week could face 90 days in jail or a $1,000 fine according to city laws. via KING-TV Seattle

Pet ownership does entail responsibility. Perhaps if the animal hadn't bitten anyone, an escape could be handled with a warning. However it did bite, so-o-o fulfill your obligation.
If the fine is for owning the animal, isn't it enough that they have to give it up?
