How ridiculous this is for them to hesitate about charging the owner of the very obvious cruelty he heaped upon those poor animals! Animal neglect and cruelty is now considered a federal offense and yet Vermont officials can't figure it out? When will Vermont allow a voice for the innocent victims of such cruelty be heard and acted upon? T. J. Donovan-get with it and do your job-or did the owner make it worth your while to look the other way?
