Marino's Stepbrother Questions Police Actions at Perkasie Meeting

The stepbrother of slain Quakertown man Michael W. Marino Jr. who was killed unarmed by Officer Seth Mumbauer in June 9 in Sellersville, an action deemed justified homicide by Bucks County District Attorney David Heckler, came to Perkasie Borough Council and demanded an outside, independent investigation into the shooting.

None of us knew where he was and we were not able to reach him. we worried about him all day and then our evening ended with a devistating call...a call that let me know I would never see my precious brother again, because someone twice the size as him (who also had backup support) shot him straight in the chest while his hands were Cuffed behind his back. What an awefully mean and insensitive world we live in with "big" people stomping out a grieving family. my favorite person was shot to death and then I come across this kind of crap on the internet...posted by people who think they know something. U should be ashamed of yourself. People in this world are Rotten as hell thats all I have to say.

So sorry for you loss, Ashley. While Michael was having a fit of sorts, he clearly could not have threatened the police by getting control of their weapon(s) as he was handcuffed. This is an embarrassment for our beautiful area, and I am very sympathetic to all involved, affected, and have to suffer this black day for the rest of their lives. May he find peace, as the living will not.

I certainly sympathize with the family on their loss. However, "a fit of sorts"? This grown man was drugged up, terrorizing the neigborhood. How can you be so sure that he "clearly" was not a threat. Once again, I feel for the family in this loss, but Michael was resposible for his actions that day. Its a very unfortunate thing for everyone involved.

When a suspect is handcuffed, that suspect has lost the ability to use his arms in a way that could draw an officers weapon from the officers holster. I was not there, however the chosen officers committed and sworn to protect the common good were. It is their duty to bring the situation in control with whatever means, which they had by handcuffing Mike. He was not a large person by any means, and a former co-worker of his described him as a great worker, but he was small in stature and could easily be brought under control by any one with capabilities that should be mastered by a trained officer of the law. I have a sympathetic toward the officer also. He destroyed his own life also, as anyone with a conscience would agree.May we all endeavor to have a peaceful holiday season.

Actually what makes no sense is how you can justiify shooting anyone who's hands are cuffed behind his back.
This person should not be carrying a gun. It's sad that a loss of life happend here, and no amount of money can make up for that. Im disappointed in the D.A in this case. Something criminal did happen here, sad or not, charges should have been filed then let a jury of his peers decide.

It can be justified because mumbauer was not confident that both handcuffs had locked during the struggle. After he was kicked in the jaw... Marino lunged at him... I'm sorry... But this guy sealed his fate that moment. It was a life or death situation in mumbauers head at that exact moment. This cop is in a no win situation. If marino had thrown the cuff and got a hold of his gun... Everyone would be singing a diff tune. Until you are in that situation you can't say what he did was unjustifed. I believe the cops and the witnesses there over people who have their own theory and too many emotions to see the real picture. People really need to move on... He's not going to be charged with murder, and he's not going to lose his badge. Life goes on. Adults are responsible for their own actions... Marino made some bad decisions that day... Decisions that cost him his life.

IF IF IF Mumbauer is unfit to be in law enforcement. So what your saying is IF Mumbauer made sure the cuffs were on right that guy would still be alive?

He obv didn't have time to check IF the cuffs were secured... That's right when mumbauer kicked him in the jaw. There is a possibility that he would still be alive if he had not become so combative that a cops and innocent residents lives were in danger. So OMG... IF Marino had not done what he did... Then it would not have been a life or death situation for mumbauer... And he would still be alive.
