Didn't know there was a new law, as long as they get a workers permit they can work at 16. There is alot of places that hire under 18.
Restaurants
Car washes
Public Library
Retail Business
Walmart
Block Buster
Mall Stores
etc etc
almost everywhere you have customer service type businesses you will see under 18 workers.

There is stipulations on the working permit, the child can not be forced to work after a certain hour, not sure what it is in Kentucky, but in Ohio I could not let anyone under 18 work past 10pm, this was due to being in school. Another was that they had to be in some type of educational setting.....home, private, vocational, public school to keep the work permit valid.
The minor person could not sell/operate taking money for tobacco, alcohol, firearms, ammunition, and some chemical products.
Walmart and bigger stores possibly doesn't hire under 18 because of the strict guidelines and it is a very steep fine if a minor employee would be operating a register/handling product to keep such things from occuring.(they can not have access to designated/locked cases of those products as well)

Designated school hours /work permits were basically introduced for families to keep their farms operational.

I worked as a regional manager and seen one such occurance take place...the store in question was fined 25,000 and the manager of the store was also personally fined 10,000 and placed on probabtion because he allowed a 16yr old to run a register and on the register reciepts was 1 pack of cigarettes sold when that 16 yr old was logged into running that register. That situation occured in 1999, so the operations/fines could be alot stricter now.

I don't know how they expect these kids to pay car insurance and be able to get back and forth if they don't allow them to work they have to learn the responsiblities of having bills and making money before they move out or we will have a bunch of kids that have no idea how to pay thier bills

If any of these kids are good swimmers. Schedule them at the YMCA to get their lifesaving and CPR certificates to be lifeguards... Then they can apply at the Y for either year round or Summer and they can also apply at the water park for Summer. My 19 yo daughter has been working at the water park for the last 3 yrs. They can apply at the office right before you go into the entrance to the pools... They would be working for the city of Somerset.

Kids, If you want work try going to older neighbors and see if they don't have jobs they can no longer do themselves. They need to trust you but often need things cleaned, moved or repaired. They may even need personal services such as hair cleaned or meals prepared. You could do a real service and be paid as well.

I have a seventeen yr old son. He has graduated early. He has applied at 20 different places. One call back, and they won't hire him because of the machinery, he had to be eighteen. Why do they allow a 16 yr old behind a wheel of car, but they can't work with machines until they are 18??

Mine graduated early to. Rocky Hollow was wonderful. You can't find a better boss than Joe Ford to teach them the basics of working. They hire at somersport to. Not a boatload of money but they were very good to my child and I never had to worry about bad influences. Try there. Good luck to your child!
