Isn't the Log Lane Village Marshall only allowed to pursue and arrest suspects in Log Lane?? Why was he the only one having contact with "dispatch"? Shouldn't "dispatch" be dispatching State Patrol once this alleged crime continued on interstate 76?

It appears that in the second article regarding this alleged kidnapping that the state patrol was NOW involved in the efforts to rescue the alleged victim from her "kidnapper". That's strange that in the first article the Log Lane Village Marshall almost single handedly saved this "victim" with some help from a Wiggins Police Officer. The Marshall also stated that he was the one to detain and advise the suspect of his rights. Why would the Marshall have to arrest him if the statepatrol was there?
