I'm not questioning that this isn't possibly money well spent, but how much of the USDA budget goes to such programs and not to farmers. When someone hears what the USDA budget is, do you naturally assume that it is going directly to farmers and ag business?

Or to put it more directly, if the USDA budget is X, therefore one assumes that farmers are getting some large percentage of that in subsidies when in fact how much of it goes to other things, such as school food programs and helping out small town police departments?
