Kids playing in neighborhood

I'm really hoping someone may have some useful advise. We just recently moved into a nice subdivision in Snellville. We love the area. However, we noticed that one particular man was going over the 25mph speed limit and it made me very nervous for my children.
When we kindly asked him to slow it down, he informed us that our children were violating the law by riding their bikes in the culdesac.
So I proceeded to call the county office to get an idea about what the "laws" are here in Gwinnett and they had no clue what he was talking about.
Well today, he took it upon himself to call the police on my children who were outside riding their bikes and playing on their ride-on toys. It was our children and our neighbors across the streets children.
We live on a street that sits in between 2 culdesacs. So its great for the kids because we're not off the main road thru the neighborhood.
Has anyone else had issues like this with their neighbors? And is anyone aware of it being illegal for kids to ride their bikes in the street, which is at a dead end?!?
He claims because these are county roads, we have to stay on the sidewalk and out of the street.
