common area maitenance

We recently moved into a community that does not have an HOA. The entrance/common area is in need of maintenance and could be greatly improved with a little landscaping, etc. We would like to do what we can to help make it more presentable to benefit the neighborhood. What is advisable in regards to contacts, planning, costs, etc?
