Editorís Note: The following is a letter to District Public Defender Martha Yoakum from Chancellor Billy Joe White. Chancellor White asked the Claiborne Progress to publish it on the editorial page.

I obtained a copy of your correspondence with ETHRA and their letter to you, and your follow-up.

My opinion concerning ETHRA and their misdemeanor probation program is well known. I think it is the worst program ever concocted by man and likely is unconstitutional and, certainly is oppressive to the poor. This program is nothing but a cash cow for ETHRA to draw the blood of the indigent and disadvantaged in these counties. I know of absolutely no benefit that they are contributing, and the costs of housing the probation violators is exorbitant to the counties. State and Federal prisoners are reimbursed to the county, but misdemeanor ETHRA cases are at the total expense of the county. We provide board and medical expenses for these prisoners just so ETHRA can collect $45.00 per month probation fee.

Our sheriff has done an outstanding job operating our county justice center and doing so in an economical manner. It is totally ludicrous for this county to be paying the board bill and medical costs of parole violators incarcerated by ETHRA. Prisoners are drug tested ($13.00) and parole violated when they donít pay the $45.00 per month. The cost to the counties far exceeds any possible benefit.

I have remained silent for years and watched this monstrosity grow. I think it is time we all take a serious look at the harm caused by the ETHRA collection agency. I would recommend that the Legislature change any statute allowing this program, or the judges on their own quit sending these matters to supervised probation.

I think it is certainly illegal for ETHRA to be collecting money for the county and state by using non-bonded employees. The public defender has pointed out two (2) indictments for theft that arose from this practice.

Interesting. I don't know much about it though. What do you think? I can, of course, look it up, but what does ETHRA stand for? Does this have something to do with the "prisons" the politicians keep talking about?

It is talking about all of the judges placing everyone on supervised probation. Even when it is not warranted. Then this agency gets all of the money from it.

I was just wondering if our county was ran similarly...
