Government Agency Subsidizes Million-Dollar Home

COOKEVILLE, Tenn.--

A four-month NewsChannel 5 investigation has uncovered a government-subsidized project like you've probably never seen.
The project may have begun with good intentions, but it now has some folks asking whether the woman behind it is living the dream.

The money came from a Cookeville-based agency, the Upper Cumberland Development District (UCDD), that's supposed to serve a large chunk of Middle Tennessee. The agency was created by the legislature to create jobs and help the poor.

Yet UCDD executive director Wendy Askins has poured almost a million and a half dollars into an elegant Mediterranean-style home, located on an 11-acre horse farm in rural Putnam County. Her goal: to create a retirement home for seniors that she named "Living the Dream."

"Absolutely not," she replied.
NewsChannel 5 Investigates recently caught up with Askins after she twice backed out of interviews -- interviews to answer questions we discovered within more than 4,000 pages of UCDD's financial documents, questions about tens of thousands of dollars in checks she wrote to herself, questions about purchases of luxury items most of us can only dream of.

"When you look around, you don't see a waste of money?" we asked Dekalb County Executive Mike Foster, who chairs the UCDD board.

"I don't," he answered.

Foster and Warren County Executive John Pelham, who serves as vice chair, say they never saw any hint of anything improper about Living the Dream.

"It looks like that she's treating it like her house," we noted.

"Well," Foster said, "I've heard her say that she wishes it would hurry up and get completed so she could move back to her house."

It's the same thing she told us: "I still have my home. I'm going back to my home."
But we discovered her house is actually rented out.

guess we know why foster spent $200,000 on a pole barn for the farmers market.

i could've bilt it for $30 grand.

Documents Disappear, Bogus Ones Created at UCDD

COOKEVILLE, Tenn.-- There are new questions about how some documents disappeared from a Cookeville-based government agency.

In another case, someone created bogus documents and tried to pass them off to NewsChannel 5 Investigates as real.

Many of those documents relate to the million-dollar house that the Upper Cumberland Development District executive director Wendy Askins hopes to turn into a retirement home for seniors, at the same time she's made it her own home.

For example, there were some some suspicious-looking receipts where Askins claimed to have reimbursed the agency for personal expenditures. When we asked to inspect the original receipt book, we found pages had been torn out.

That led UCDD's local lawyer to recommend that the agency hire a Nashville law firm.

Board chairman Mike Foster and vice chair John Pelham said those lawyers are also conducting an internal investigation.

"Should have to hire an attorney to investigate your own agency?" we asked the two men.

But NewsChannel 5 Investigates had started checking the agency's dumpsters. Inside the trash, we found some of the very receipts we'd been looking for.

"Can you explain why we would have found receipts thrown into the trash behind your office here?" we asked Askins.

"I have no idea, I have no idea," she said. "I don't take the trash out."

Foster suspects someone may be trying to sabotage the executive director.

Who Mikey??? Who could carry out this type of sabotage?

"Why would she want to discard receipts? Because it proves her point if she has them. So I don't think Ms. Askins is the one discarding them," he insisted.

Which brings us to the question of how Living the Dream got its money. Two years ago, Askins transferred the first $300,000 from UCDD money to Living the Dream. Since then, the agency has continued to pour money into the project."

"Recently, the UCDD board called a special meeting to retroactively approve that $300,000 seed money - saying they could find no documentation in the agency's official minutes that they had ever actually voted on it.

But what the board did not know was that Askins' office had already given NewsChannel 5 Investigates a bogus set of minutes for February 2010, showing that the Living the Dream money had indeed been approved.

"That's what you have to talk to our board about," Askins said when we asked about that altered document.

"You are the one who gave it to us," we noted.

"I really didn't," she insisted. "I have not made any copies of any documents for you. Someone else has made those copies."

"So you are saying you have no responsibility for giving us bogus minutes?" we asked.

"Well, they weren't actually bogus. It was a mistake."

In fact, an audio recording of that meeting -- which Askins' office first denied existed -- contains no mention of the project.

We asked the UCDD board chair,(MIKE FOSTER) "Are you concerned that fraudulent minutes are provided in response to a public records request?"

"I think, I don't know how fraudulent they are, but they were incorrect," Mike Foster answered.

"But they were not the minutes that had been approved," we pressed.

"Probably not, and I don't think they were," (MIKE FOSTER) he admitted.

"Which means they are fraudulent."

"That may be."

But Foster says the board certainly intended for agency money to go to Living the Dream -- a decision that some critics argue has become a nightmare.

It will be interesting to see how they put their spin doctors to this mess and convince the gullible public that this project is for the benefit of the public and how they are dedicated public servants!

Sorry if I'm a bit skeptical about the prospects of anything coming from this. Executive Foster has gotten out of worse messes than this and remains King of the Teflon Gods!

And to "Butter", are you saying that Phil Williams is out and out libeling the UCDD Board? If you're right,(which I sincerely doubt), then Ms. Askins will soon own Channel 5 and have a lot more $$$ to buy expensive computer operated steam showers for the elderly apartments behind the mansion.

My friend, you're either naive or a part of the UCDD!

I just cannot imagine anybody watching Phil Williams' piece could not come to the same conclusion!

Seems Foster and Pelham seem to be in walking comas, although other Board Members are now having private phone calls between each other and UCDD staff. Channel 5 has raised some interesting questions, that it appears Askins can not explain her way out of. Pelham not one of my favorite people, but did feel a bit sorry for him when presented with the question on his daughter's wedding gift. Pelham appears to be scared and defeated, while Foster seems to keep beating to the beat of Askins drum. What Foster don't realize is when his term as chairman is up, he will be shoo shoo under her high heel, just like all the others.

Oh my goodness. If this agency gets away with this embezzlement, then we need to haul them all out on a rail! Since when is it okay for a government funded agency to waste money on booze and chandeliers while the people they were created to help are turned away?
THIS IS NOT OKAY!!!!!!!!! And those clowns on the board that were interviewed ought to be darned ashamed of themselves! Do they really think we're that stupid? The minutes were not fraud, it was just a mistake! WTF??? Somebody just accidentally typed out new minutes??????? Oh, but it wasn't Ms. Askins? I am just disgusted with our county elected officials. Shame on you, Mr. Foster. I sure hope karma has your address!!!!
