I think the parents should let him have the chemo so he can live,if the parents refuse he could die

Even if he were given the chemo"therapy" there is no guarantee it would cure the cancer and, in fact, it could kill him. 90% or 95% mean just that; there is still a probabililty it will fail.
Unlikely events happen every day. People win the lottery, for example, which events are very unlikely. My wife was nearly killed, not from inflammatory breast cancer, but "treatment", mistreatment would be more appropriate. The chemotherapy made a literal hole in her colon and allowed clostridium septicum bacteria, normally found in the bowel, to enter her bloodstream from which most people die in 24 hours. She had to have emergency surgery to remove part of her colon and an illestomy installed. Chemotherapy is a total quack medical treatment that was never approved by any testing prior to its widespread use as is demanded of all alternative treatments, none of which have yet been approved by the criminal cancer generals. My wife did not have colon cancer, but breast cancer.
The decision regarding this minor child has nothing to do with the corrupt state and its corrupt, dupe judges who likely have no knowledge of the corrupt cancer industry. If the boy is forced to take chemotherapy and it fails and he dies, what will the judge and the doctors say? "Sorry, we did our best". What if he lives without any treatment as some do? The distinguished late professor Hardin Jones, professor of medical physics and physiology and an expert at medical statistics at UC Berkeley, proved that untreated patients lived up to 4 times longer than treated ones when treated with chemotherapy, radiation and surgery. Little has changed today.
