A lot of headlines are being made in the Lubbock Avalanche Journal out of the conflict between Lubbock City Councilman Victor Hernandez, Mayor Ann Dumbauld and City Manager Cheryl Brock. The allegations against Hernandez are very general in nature without much substance, at least not from what the local media is releasing. They accuse Hernandez of creating “a hostile work environment.”

See: http://lubbockonline.com/local-news/2013-03-2...

I haven’t seen any news report that claims that the information requested by Hernandez is illegal or confidential, or that Hernandez does not have a right to have it; instead there is a storm of apparently ad hominem attacks against Hernandez, claiming harassment and stalking, without any details that would establish the essential elements to sustain such charges.

Lubbock City Hall has a reputation for secrecy and arrogance when anyone goes down there asking for even a report of an accident investigation. They eye you suspiciously and ask a lot of personal questions about you and your motives, even though the information is public. They act like they suspect you are trying to pin something on a member of City Hall. In summary, they act like they are trying to hide something.

I think that most of the "hostility" in all these allegations may be coming more from Mayor Ann Dumbauld and City Manager Cheryl Brock, and that their allegations against Hernandez may be a smokescreen to cover up something. This may be a local case of the tail wagging the dog. We live in an age of corruption where the mere holding of public office, in itself, is not evidence of credibility. Lubbock residents need to pay close attention to the questions and answers in this conflict and not get taken in by spurious "complaints" that have nothing to do with the core of the problem.

Lubbock needs more openness in the conduct of public business. Maybe something very interesting will come out of this conflict, once we know the final outcome of Hernandez’ inquiries.
