Who do you contact if you believe you received a scam text message?

Who do you contact if you believe you received a scam text message?One new message: Unusual activity notification, Toll free call. I called the number expecting it to be a scam, I was greeted by a voice mail that was going to ask for 3 pieces of information, the first being a credit card number...I promptly hung up at that point. But do I report this to the local P.D., F.B.I., F.T.C., F.C.C.? Any insight would be appreciated.
