This is the first 'scientific conclusion' that predicts global catastrophe with indeterminate time frames and non-specific temperature ranges. They're positive of the steps to take in preventing it but unsure of when it will happen, who it will effect and how long it will last. It's always "it could", "it should", "it might".
They're essentially telling us "don't worry about the details, just do what you're told."
