unemployment

does anyone know how if you are denied unemployment and i was denied an appeal (i waited to long) how to go over the deputys head and try to reapply. i tried to reapply and because i had not worked for 30 days, no job to find!! ive looked everywhere!! they will not let me reapply? how can they do that. you pay it in you should get it when you need it. any advice would help

one thing i have no high school diploma big mistake on my part they wont hire without that. all i know how to do is run heavy equipment that is all i have done is that and work in the mines all my life. i have no other education.
