From what I understand its paid for by the taxes and such charged to cellular customers. These same taxes and surcharges have been there for a long time so to say that it was started by dems or repubs is irrelevant. The truth is, I haven't heard of it until just recently. So draw your own conclusions out of that.

OBAMA! Free phones. Free healthcare. Free housing. Free cable TV. Four years of doing nothing. Several dead soldiers. Resignation of your secretary of state and CIA director. Hey let's put this guy in for another four years. Say goodbye to America

Hard to get a job without a phone. Hard to raise a family without a phone. Hard to call the cops or paramedics without a phone.

An excellent program. I like it.

This phone program has been on this site before.

Lifeline program started in 1984 by Regan and the FCC. It was for landlines and to help low income to receive telecommunication services at affordable rates.

It was updated in 1996 under Bill Clinton.

Cellular service was begun by TracFone in 2008. It stated that this was a Bush program, but in 2008 Obama was in office. However, there is no monitoring of this program and I doubt if the Universal Service Fund on our phone can pay for this. What I read said this program cost a billion or so a year.

I didn't see anything that said how many "free minutes" you get.

I got my election year mixed up with starting presidential year.

However, it is still a program that needs regulation because it is costing to much and to many people take advantage. They showed people on t.v. that were getting several of these "free phones and minutes".

The govt spends a lot of money on things I wish they wouldn't. For instance, U.S. Africa Command is spending taxpayer dollars keeping drugs out of Europe.

I'd give cell phones to American children before I'd spend U.S. money on keeping drugs out of Europe.
