It think this is good news, but realize that just because you are under budget doesn't necessarily mean much. What if your budget numbers are high? Coming in under them is easy.

In business they refer to this as sandbagging. Under promise and over deliver.

I am not saying this happened here but just something to think about.

You'll try and spin anything good about the village into a negative. If you're right why oh why aren't any other communities doing this well. I'm sure you'll try and spin your way out of that as well.
