Rude Shoreline Cops

My brother was pulled over today by an officer on Fremont Ave in Shoreline by the QFC. While having no idea what he could have possibly done I waited for the officer to explain the offence. When no offence was offered I asked him what the offence was. He replied kurtly "I'll tell you in a minuet". I proptly asked why he couldn't tell me then. The officer raised his voice and said " I don;t have to tell you a thing you're a passenger". End of scenario.
I then proceeded to call the police department to advise them of the rudeness of said officer. When his Srgt. heard the story he replied " Did he curse of make any racial or sexual remarks....Well then I'm not going to spank him."
This is kind of a silly scenario but it really gets my nerve that a civil servant can just get away with being rude and then his superior making fun of the situation.
Any thoughts?
