This sure sounds like a "bag job".

More info is needed. If you owe,you pay.
At least the average citizens has to.

I agree with Reader, if you owe, you pay. As for not being able to locate Bob Hirsch(who owned the rv place both in Shirley and Ayer, who skipped town) you mean to tell me in this day and age he can't be found doing a simple online search for a few bucks? It doesn't sound like they are putting any effort into going after the people who owe the money, why should everyone else have to take it on the chin?
