jake brakes on trucks

Is there a law in the city of Shinnston banning the use of jake brakes on large trucks? The speed limit through town should be slow enough for large trucks to stop slowly when approaching stop lights. The speed limit approaching a stop light on the intersection of Charles, Saltwell and Pike streets should be approached by these trucks already slowed down from traveling through town. However the speed at which these trucks travel through town during light traffic does not have them slowed down enough without braking using their jake brakes. This area is a neighborhood mixed with residential homes as well as business. Needless to say it is quite noisy and bothersome when these trucks pass through the stoplight of Pike, Charles and Saltwell.
