“I was very glad. The water was only off about two hours.”
At 9 a.m. on Saturday, the water stopped flowing out of the taps at the River View Rentals mobile home park on old Route 322 in Mifflintown. via The Sentinel

First of all, how in the hell does the water bill get to 74 grand before they decide to act on it? That's just plain stupidity and goes to show the municipal authority knew they were partially to blame here as well.
And I'm a little confused on this:
"The dispute culminated Saturday when the property went up for sheriffs sale, because Clouse owed the water authority in excess of $74,000."
"The property was purchased, Henry said, for $52,000 by Doug and Wendy Elsasser, of McAlisterville. "
"Henry said the revenue from the sale would cover about half of the money owed by Clouse"
So he owes 74,000 and they sold it for 52,000 but they claim that's only about 1/2 of what was owed. Since when is 52,000 only half of 74,000?
Sounds like some Juniata County math to me.......
