'The most bizarre, outlandish Fiscal Court meeting'
There were fireworks at a recent Bullitt Fiscal Court meeting, including disagreements over one of the judge-executive's hiring choices and over who can and can't be allowed into executive session.
The sparks started when Judge-Executive Melanie Roberts recommended Virginia Adams on Tuesday for the full-time administrative assistant position in planning and zoning. Her recommendation to hire Adams wasn't passed when none of the magistrates seconded her motion.
At the end of the meeting, Adams, who was visibly upset, addressed Fiscal Court, telling magistrates they once were new at their job.
"You get your experience by being trusted," she said. "I trusted you. My friends trusted you, and you were voted in."
Then Roanne Hammond, the county's planning and zoning administrator, got up and said she wanted to say something.
Roberts told her not to speak.
"No. No It's up to the judge-executive to make the recommendations," Roberts said. "You are an employee of the county You may address the folks in the hallway."
"I'd like to hear what she's got to say," said Magistrate Ed Bleemel.
"I'm sure you would," Roberts replied.
Roberts then hastily adjoined the open session of the meeting to go into executive session to discuss litigation.
Hammond declined to comment after the meeting.
Roberts said later that Adams was not Hammond's pick. Hammond had wanted a former planning and zoning employee to get the position. Roberts said she chose Adams because she is a life-long Bullitt Countian, worked with Publishers Printing for more than 20 years and has extensive experience with customer service.
Adams was chosen from the stack of applications for the drug task force administrative assistant position, Roberts said.
Another hiring choice
This is the second hiring decision in the last few weeks to cause unrest among Fiscal Court.
Former drug task force director Blaine French resigned July 9 over Roberts' hiring recommendation for an administrative assistant position with the task force.

French said Fiscal Court voted to hire Janet Miller as his administrative assistant because she knew the judge-executive and magistrates, not because she was the most qualified.
French said he spent two weeks screening candidates and ultimately chose someone else, though Roberts decided to go with her pick instead.
Roberts said she told French at the beginning that she intended to hire Miller, who had been laid off by the county after filling in as the accounts payable administrative assistant in Roberts' office while one of Roberts' assistants was on sick leave.

The fireworks at the meeting Tuesday seemed to follow Fiscal Court into its executive session.
For the first time County Attorney Walk Sholar can remember, Fiscal Court left its executive session to vote not to allow certain people into the closed-door meeting.
Sholar called the episode "the most bizarre, outlandish Fiscal Court meeting that I have ever been associated with or been in the position of having to attend in 30 years of working around the courthouse."
Public bodies go into executive session to discuss confidential information and can only be convened to discuss litigation, personnel, collective bargaining between employees and employer, property acquisition and some business proposals.

In this case, Fiscal Court was discussing its litigation with First Federal Savings Bank, which it is suing over the June 2009 online theft of $415,989 from the county's payroll account.

Roberts called me after this happened, saying she wanted Deputy Judge-Executive Billy Roy Shepherd, her administrative assistant Lisa Craddock and Kim Shaw, the accounts payable clerk, in the executive session "for support."
"It's imperative for me to have support in these meetings when I am going up against five men -- the county attorney and the four magistrates -- who refuse to cooperate," she said after the meeting. "It's just a matter of being fair."
But Sholar said it was within the magistrates' authority to vote that those employees not enter, considering the three are not voting members of Fiscal Court and the discussion contained sensitive information.
The magistrates voted 4-1, with Roberts supplying the dissenting vote. Bullitt Sheriff's Chief Deputy Danny Thompson was asked to guard the door to the conference room to keep other people from coming into the executive session.
Roberts said she wanted the three members of her staff in the meeting because she was receiving "a verbal lashing" that included "some names I was called" by Sholar. Roberts wouldn't say what those names were but said she felt they weren't said in open session because it's an election year.
"For me, it was un-American because we live in a free country," she said. "Those five men abused executive session to the ultimate by not letting the people I wanted in there It was five men against one woman judge-executive."
Sholar wouldn't say what was said during the executive session.
"Whatever bluntness there was in the conversation, I became blunt only after the judge-executive did," Sholar said. "I was absolutely astounded that the sheriff was forced to guard the door to keep the county judge-executive from ushering an audience into executive session."
Bleemel also wouldn't comment on what was said because it was done during executive session but added that the discussion remained on litigation.
"Tell her to get into the 21st century. Does she know that women dominate the world?" he said after the meeting. "It's getting near election time, and she's going to play the woman card. I don't think it's going to fly."

Circus Performer .. my question is what was scholar in there for ..he isn't a voting member of fiscal court, and he does not represent the county in the bank lawsuit, he hired outside representation to do that job. Why do we have a county attorney when he does not represent the county in court proceedings, especially concerning the bank .. several hundred thousand dollars were lost that have not been recovered as of date. So why waste more county money on representation of an outside law firm, when it should be the county attorney, the one elected and paid to do the job along with a staff ? This lawsuit to hold a bank responsible for the loss of these funds when it appears clear the bank did their part but ..and also it is clear due to a county treasurer not doing her job, so why represent her inactions with this outside attorneys when the should hold the county treasurer accountable for this loss ... she dropped the ball by putting her vacation first and the notification from the bank second, huh dialect of duty ... its in her lap ! Is this a coverup due to the ties that the treasurer has politically, maybe bleemel, laswell, is this why bleemel decided to not run for re-election so he would not be in office when crap hits the fan .. maybe due to the past judge exe ... the treasurers dad's political pressure being also in play here .. which by the way is THE big supporters of another candidate that is running against Roberts, So that that bunch would again retain political standing if their candidate were to win. Its al a bunch of political crap .. the magistrates do not even try to work with the Judge Roberts office due to a past and standing agenda, SHE beat their FRIEND in the race for Judge and took him out of office, bleemels remark to your quote ....."Tell her to get into the 21st century. Now as for the poster ... this is not an un-biased posting so I assume you don't write for a paper, and I also assume that you are also covered under the political agenda blanket of which I refered to earlier, so with that said, Which of these elected officials do you work for ... or better yet which unelected official are you ?

If you dont know this, the treasurer had nothing to do with keeping this money. She writes checks, and files them for the judges office. She doesnt HOLD the money. She is playing the woman card when she says they abuse her? And that she wanted "BACKUP" in the meeting. The county attorney is always allowed into executive session. Why would she want an audience in executive session? That stuff is totally confidential. But, with your lack of knowledge and the little walnut brain you have, you dont know that. Melanie Roberts is the definition of a moron. The organization of her administration is comparable to a monkey shit fight in a zoo. Like ive said before, Leadership is not position, its action. Put that in your pipe and smoke it.

Here is my side. Judge Roberts was told in April that a new admin. asst. would be needed in the DTF. She advised that the job must be posted and interviews conducted. She asked that Ms. Miller be included in the interviews she asked me to conduct, which she was. Ms. Miller had been offered the planning and zoning position, which she declined.(She was drawing unemployment)
From April 12th until the week after the 4th of July the admin.asst. job and the director's job was done by one person, me. The judge never mentioned any part time help, even though she knew Ms. Miller was on county unemployment at that time. After those several weeks, I knew full well what the job entailed and what abilities should be possessed.
I actually believed I was going to have input in the hiring,(I knew I could not hire anyone) Judge Roberts and the magistrates were informed before the meeting that Ms Miller was not my choice. The magistrates gave Judge Roberts an immediate second to her motion and I was allowed to say that she was not my choice. Not one word of discusstion was heard about why but a quick roll vote was taken and a unanimous vote for Judge Roberts. I do admire the magistrates for this because it was not very often that they agreed with Judge Roberts.
So it does not suprise me that Ms. Hammond was treated in the same fashion.(I had been taking all of my discarded applications to her.) And just to set the record straight, I did not know one single applicant of the 50 plus that were received. I received calls about many of the applicants, but the beauty of my pick was that she did not know anyone, she was just the best fit for the job, in my opinion. I resigned to stand up for the 50 plus persons that thought they had a fair shot at the admin. asst. job.

It really appears you do not know the specifics of the treasurers job ... she at the time of the lost funds, the Treasurer was the SOLE person that COULD TRANSFER FUNDS AROUND in the accounts and ONLY HER no one else, the judge was later added to the AUTHORIZED only after the funds were lost, this was done by the magistrates in case of another attempt of this kind of scam could be stopped by the notification from the bank to the judges office, caused by the inaction of the Treasurer, it was the treasurers responsibility to have acted on the bank notification of the transaction being done, by the way ... in researching the records of the Fiscal Court open records, the Treasurers was, by the previous administration of her DAD and all magistrates except Laswell as he was not yet in office, voted her the only 1 authorized, no judge included. Therefore the treasurer was the one and only authorized to have control of county accounts so ..YES in effect and terms she DID HOLD THE MONEY in respect to account transactions and ONLY the TREASURER... and therefore responsible for those accounts and loss .. the treasurer again did not act upon the notification from the bank of the ongoing off schedule transfer of those lost funds! The treasurer not only writes the checks but also signs them as well, as always with dealing with public funds the requirement for 2 signatures exist with 1 alternate, which also applies in business accounts, all this is something you FDR should research and get educated on as it also appears that you again no nothing of this subject matter. Now for your childish, graphic definition of the administration of Roberts, and my walnut size brain .. I unlike you am smart enough not to resort to such a rampant, idiotic remark as yours, and I certainly have more to do with my time than sit around waiting for you to throw more of your monkey dung around.. you must have a lot of experience in that, as you are the one in the zoo. The bank has a BATCH if you dont know, of when this money that they KEEP for the county, is supposed to be taken out or moved around. The BANK is the one responsible because they didnt CATCH this money being stolen. THE TREASURER does MOVE funds around. I do know that she writes the checks and signs them with a co-signer. And to just me up there, yes, I would think the person that runs the DTF would have authority to atleast suggest an administrative assistant. Mr. French acted in the appropriate way, and his suggestion was quickly shot down. And another thing to just me, and this also relates to Mr. Glock's case, the treasurer does write the checks and sigh them, but there has to be a co- signer. But, once again, the treasurer does not move this money from bank accounts or look to see if its been moved. The bank does that folks. Thank you for your time. But Mr. Glock, you sir are the one that needs to check the state laws and rulebooks for treasurers.

To FDR, A batch is a run of checks that the bank puts thru on the authorization notification of the treasurer, so that which I hear the batch as you call it was ran off schedule, against the norm, it is also understood that the bank did catch it, the notification was given by phone by the bank to the treasurer, which did not act upon it soon enough, as she did not want to take a break from her vacation therefore giving the crooks enough time to carry out their intended deed, had action been taken on the treasures part, most if not all would probably been recovered, but the treasurer did not! Now if the treasurer does not check the bank funds, then by your statement how in the world does the treasurer have an accurate account balance, this should be checked on her part at least 1 if not 2 times a day, this is just common knowledge, how does the books get balanced, a treasurer should have a running tally same as a person balances the personal checkbook, so if thats all a treasurer does, the treasurer wouldn't know if fund were missing or not because its not kept track of .. no wonder it turned up missing ..the treasurer was keeping totals or balance sheets ... who needs to check the rules, I know what the state laws are and that department needs some training in such, rules .. what rules are used there, treasurers are held accountable in all factors in banking practices which includes actual balances, incumbered balances in an instants notice .. the bank notifies this treasurer how much is in the bank ... get real, thats not how it works, thats pure insane. Lets discuss another aspect of this .. to be a treasurer one has to be bonded, so why doesn't the county magistrates direct the county attorney to go to the treasurers bonding company to recoop the funds that were not recovered, as thats why a bonding is required to be a treasurer ..well I have this little theory that if the county were to go after the bonding company that is suppose to be in place by the treasurer for the lost or stolen funds, the bonding company would then take action to recover their lost bonding funds paid by them to the county by means of holding the treasurer legally and financially responsible to pay them back ... huh, are the magistrates trying to protect this person the treasurer, probably, well .. the Jury will decide .. and all this money the taxpayers are paying for this outside attorney to represent the treasurer when the county loses if its not settled out of court, the treasurer, the magistrates and the county attorney should indivdually be held liable to personally pay that bill as well and not with county dollars as it was their decision ... come to thing of it, they should also be bonded so lets go after their bonding companies as well thats called fiscal responsibility. Any more !!

Man, I love this string, I think all the responders should meet in front of the courthouse and punch it out. Then the winners can take on fiscal court members, bet old Walt runs like hell. I just love it when all the members of fiscal court and most of our elected officals proved that they are really fu cked up.

I can still remember when she stood up at a Shepherdsville city council meeting and. Thanked the police chief for his officers stopping traffic on Beech Grove Rd so she could get out of her driveway. That to me is abuse of power my friends.

Melenie, is actually a wonderful person, but she did not have a chance from the beginning. Walt has been the poison behind all the court fights, he and little eddie, walt has also been able to get dumbass shepard, and dumbbo and bimbo to go along, because shepard claims you can't go against walt, or you will be sorry. So, what we really need to go is to retire all but the judge, and then see what an all new court and a second term judge can do. I will bet it go al lot better, with all people moving in the same direction.

When is Melanie going to charge the members of fiscal court with sexual harassment? Her comments about "all the men against one woman" make it seem like that is what she is hinting at doing.

Melanie is very ambitious and nice, but she really doesnt have a clue about high level administration/leadership. She may be a nice person, but her lack of background in personnel mgmnt, high level finance, economics, and negotiating are evident. She thinks it's okay for a manager/director to date a subordinate. That's a lawsuit waiting to happen.

Her training is in elementary education and that is painfully apparent. Her training and previous work experience have not provided her with the qualifications, necessary experience, and abilities to be an effective Judge/Executive. Oh yeah, but she is nice and treats everyone the same. Well for me, that doesnt get it. I voted for her in 2006, but soon found I made a mistake. She will not get my vote in 2010. She hasnt brought in one job, not one. It has been one snafu after another and it's always "somebody else's fault". She is smoke n mirrors people. Her errors are costing Bullitt County and they far, far outweight anything positive she has accomplished, which I can't really think of anything she has accomplished that is significant.

People need to wake up and look a little deeper, be a critical thinker, look at the situation for what it is and not what it looks like, don't let a perception cloud the real issue.

The problem is, most people in Bullitt County settle for mediocrity. They don't want to achieve excellence and therefore, settle for what look's, sounds, smells, good enough. They don't want to make the extra effort, take the extra step, work a little longer. Clearly, not everyone in the county is like that, but most are, and then you get what you've got. IMO it's time for someone new.....she tried and hasnt succeeded.

Ms. Roberts will not get a fair shake and will get no help. The treasurer does not like her personelly and will do anything to undermind her.Her daddy built a tidy sum in the bank but didn't use it and Ms. Roberts came in and used the money for the county and the treasurer stated Ms.Roberts stole her daddy's money. It's not her daddys it's the counties. If these two could ever get by their personel differences they could do alot for the county. I know them both and their hearts are in the right place but emotions are taking over. Mistakes have been made, get over it and fix the problems.

I comepletely agree with what has been said. Tho I didnt vote for Melanie in the 2006 election for personal reasons, I am so glad that someone else has written on here how a lot of people actually feel about the matter. I can honestly say, these words, to the "t", have came out of my mouth and others I know numerous times. She can be a really nice person, though, she sincerely lacks the know how to run a county government.

He was rejected for re-election and now he is trying to get his puppet Hardin in there so he can screw the residence of this county over again, it is not going to happen, we have had enough of his people and his kind .... the east side will put them in their place !!
