I'm not so sure that the employees are too stupid to complete basic tasks. The real trouble comes from higher up.

You have a supervisor hired from outside the plant, who has no earthly idea what this plant exactly does. Not just the current one but several of the past supervisors were clueless as to what a good part is and a bad part is. Therefor I say it would probably be best to hire a supervisor from within the plant. Someone with experience. At the end of the day, supervisory experience on your resume is worthless if you are unfamiliar with the current objectives. Anyone can tell people what to do in a semi-professional way and read scrap reports off a printed sheet of paper then walk around on a cell phone the rest of the day.

Now couple that with team leaders who, from one to the next, cannot agree on what parts will pass and which ones will not. A team leader should be just as capable of determining quality as the actual quality control people themselves. You are there to lead by example. How can that be possible when you don't know what example is right or wrong yourselves? You have no method, no system and no actual grasp of what your job really is. Ask one team leader if a part is any good, they will say yes. Ask another they will say no. Ask another they will tell you to ask someone else. The team leader who says the part is good will pass it to another department where it will get rejected. The team leader who says it's no good, that part will be inspected by another department and passed and used, only to get rejected later at the Toyota plant. So how about the people upstairs clue your employees in so they can properly do their jobs? Oh let me guess, even the head honchos have no clue what's going on.

So about quality control. I can see how bringing new, less experienced people in to determine quality would be beneficial. NOT. If the people with experience can't make heads or tails of what quality what makes you think joe blow from the street can? So who's training the qualiity people? Let me guess, the same people who already can't agree on what quality is and isn't?

Then come the employees. Some are run of the mill lazy folks just there to make money without a care about how good parts are, just as long as they produce. Forget about them, they're a dime a dozen. However some are genuine hard workers who really would love to be informed. Can you imagine the hell it must be when every day you are basically being trained to do the same job over and over again yet the rules keep changing? What you were taught today was the right way, tomorrow is the wrong. Who can anyone in those conditions ever be productive and efficient? Most of important, how long till the good employee stops caring about the job they are doing because they know someone, somewhere, is going to rule their work as bad down the line.

All I'm saying is how about a little bit of order? Entire empires have fallen due to lack of order. You think one plant won't do the same? I wouldn't be surprised if that's why Ichikoh is no longer and Ficosa came to be. Ask anyone you meet who ever worked at Ichikoh even if it was 1989. I bet they say the same thing I'm saying here. I've never seen another plant so unorganized and inefficient in all my life.

Paragraph 4, line 3, should read "heads or tails of what 'IS' quality, what makes you..."

Pargraph 5, line 7, should read "HOW can anyone in those conditions ever be productive..."

Sorry for the mistakes but I was winging it.
